It is the ability to exert actions that result in the capacity to influence. It is the ability to exert actions that result in the change in behavior or attitudes of an individual or group. An effective leader needs to show sensitivity to being a positive role model, demonstrating caring toward co-employee in the public service and most especially to the masses. Leadership should be humanistic in nature, that is, acting in a way that stresses individuals’ dignity and worth.
